I'm not. I am trying to pick up the pretty lady behind you.

She is making very clear that she likes you and wants you to approach her. Is up to you to follow cause she already made the first move by staring. In my case I will look and give a genuine smile, not provocative just making him know that I'm approachable. I think starring could be intrusive, well that's the guy's decision.

either you look odd or really attractive, so she is shy and wants you to notice her. answer with a smile if you like her and see whats happening.
some girls just stare because they are freaks, but depends on the look while staring. I guess if someone is shy and seriously interested in you, that person would stare different than someone wanting to eat you alive / stalk you.
If I like someone / see someone really attractive I would not stare so obviously, because it is rude and could make the person feel uncomfortable.
