Do you mean the avatar/profile picture?
Only very special Tenshi is allowed to have an animated profile picture.
(The system doesn't allow animated images, we have to hack them in by hand. Also, we try to somewhat optimize for mobile data use... Animations are no good for that.)

I’ve done it once,what I did was I stored them away and copy and paste its address(wherever you stored them)when editing my profile.maybe there is also a way to do it on phone I’m not sure.Hope it helps

Avatar are not animated, as Kari wrote.
But you can put a GIF on any user's wall posts if you really want :

If you mean Forum post signature, it's rather easy to copy & paste a gif (see my penguin as an example):
Menu [Me] -> Edit Profile -> Settings -> Forum Signature,
then, same code as above to your gif.
Voilà.
By the way, I just had French fries for dinner... Hope they weren't relatives of yours.
