New users' posts require mod/admin approval prior to forum visibility (for the first 10). So it is dependent upon a mod/admin to be online to see pending new posts and approve. It's to weed and filter out the trolls.

I think new users have to wait 2 hours(?) before they can send private messages, unless they recently changed it.

Me too. Takes ages to get replies to posts. I wish they had something like snapchat, allows you to post temporary content quickly.
