That is the perfect amount of time to get ready for it.
Do you have any idea of where in New York you'd want to have it?

I think this is a great idea. I can't say for sure if I can attend this event since I don't know my schedule during that time. But, I would if I could.
I can suggest a few places in Brooklyn that you all can look into when we gather enough people who are committed to attend this event.

How about these hotspots?
Copia: If free is your thing, head to Copia lounge, on East 53rd between First and Second avennues, this Halloween. The after-work restaurant and bar is transforming into a late-night, high-energy party scene this year. Doors open at 9 p.m., and various DJs will be spinning Top 40, House, Hip-Hop, and Latin music. Costumes are certainly suggested, but not required. Everyone is free on "The E&R Group" guestlist which you can sign up for here. The kitchen will be open until midnight, and there will be 2-for-$400 bottle specials.
Empire Hotel: Dance the night away on the 12th floor of the Empire Hotel, at 44 W. 63rd St., between Columbus and Broadway. Halloween Horror is the theme of the night, so get your vampire fangs out and head over to Midtown. The $10 advance tickets are sold out, but there are still tickets available for $20. Doors open at 9 p.m., and there will be prizes for the best costume.
Greenhouse: Head to celebrity hotspot Greenhouse, located at 150 Varick St. in west SoHo, for their Forest of Seductive Sinners theme party. Try not to get lost in the 6,000-square-foot ultra-luxe bi-level space while taking part in the Halloween thrills. The nightclub is offering a well drink open bar from 9 to 10 p.m., and there will be a live DJ performance. Whether dressed as an angel or a demon, take part in the festivities at your own risk. General admission is $20, but if you and your friends want a Silver bottle package, that costs $395. The package includes four general admission tickets, one bottle of Ultimat Vodka, cocktail service at your table and mixers, and priority admission on a separate VIP line.
Hotel On Rivington: Rest In Peace On Rivington is the theme this year at the Lower East Side’s swanky hotel. Get wicked at this Halloween party, which will have a DJ spinning mixes of dance, hip hop, rock and ‘80s music. Doors open at 11 p.m., and general admission costs $10. The Silver Bottle package will set you and your friends back $370, but includes four general admission tickets, one bottle of Grey Goose vodka, cocktail service at your table and mixers, and priority admission on a separate VIP line.
Providence: Get the party started at Providence located on West 57th Street between Eighth and Ninth avenuea. Celebrity Angelina Simmons will be hosting a Halloween Masquerade party at the 13,500-square-foot Midtown space, which features three levels and four bars. Limited advance tickets are available for $20. Music will be played by Nicki Minaj’s DJ Headache, as well as DJ Kaos, DJ Exequtive, and DJ Bloc. Head to asimmonshalloweenparty.eventbrite.com/ and make sure to don your best mask!
Slate: One of the NYC hotspots is certainly Slate, at 54 W. 21st St. Doors open at 9 p.m. Halloween night. The theme this year? Slate's Tribute to Terror Masquerade Fest, which includes a vodka open bar from 9 to 10 p.m. And the best part is that general admission is free! Head over in your favorite costume and dance to the great music while enjoying their two floors, with pool and ping-pong tables on the lower level, as well as two stocked bars.
(BONUS) The McKittrick Hotel: If you don’t mind spending a bit more than $20 -- and score a deal complete with drinks and entertainment, you could head to the McKittrick Hotel (where Sleep No More is usually held) for a party hosted by BABEL New York, with the theme “Witches & Hoes. The event will be spread over four levels “full of surprises and mystery” where you will be “transported to your worst and sexiest nightmares with trouble lurking in the corners.” Tickets cost $75 and include admission and open bar all night from 10 p.m. until 5 a.m. and best of all, the venue is blocks away from the famous New York City Village Halloween Parade.

Might as well do it the Asian way,
Japas 27 offers party package. $35 per person eat and drink all you can for 2 or 3 hours. It's a Japanese karaoke place so you get your own private room as well. They may have some more party package for Halloween. Perfect for a small first time meetup. You get your room to talk, eat, drink and sing at the same time. Going to big clubs makes it hard for people to mingle and not everybody likes public partying.
