Contact tracing is happening, but it has some bureaucratic hurdles. Some districts can't handle contact tracing of all the new cases anymore.
The semi-shutdown in spring worked well, but businesses struggled. New infections during summer stayed low and people got used to few restrictions. Now politics is in-fighting about re-instating restrictions

Second lock-down to be confirmed this evening by president Micron on TV. 
All this because of all those idiots who won't wear their face mask, even if it's mandatory.
Yesterday, I saw one of them in the metro: he kept on sneezing, not even covering his mouth with anything, while keeping his facemask on HIS CHIN ! One more LAME SELFISH IDIOT !
