I wouldn't mind taking this to court but getting through all those steps is going to be a little challenging for me considering I'm overseas and I don't know German.

It's not a contract though. I am not a lawyer but you might want to ask a german lawyer. Sending money is not proof she owes you money. You have to prove it was. That's why banks require you to sign a contract.
I am talking from experience. I had this bike shop owner refuse to give me an estimate with the listing what was wrong with the bike, he did this intently so that I couldn't take him to court. I have proof that I gave him funds but that's wasn't enough proof, he caused damage to the bike. I ended buying a new one this year. This happened in 2010. If it was sent by palpay you might can get it back, within their limitation.

Try requesting a refund with paypal. You will need the transaction. You might have to lie. I donated someone through paypal but I was able to get a refund because I claimed the product was never received.

Do you know what kind of reason would work for PayPal?

As far as I've read, you either need a written or handshake agreement.

Paypal works differently, it's not a court. I have only requested twice, and it worked twice although there was NO proof of contract. Do not state it was donated or loaned money otherwise you might not to get it. Paypal rules are different and they usually side with the consumer because that's their way of making money. Just claim the product was never sent, you do not have to say what product unless they ask you. That's why some people who sell products refuse to deal with paypal. They may take the funds out her bank account, maybe even if there isn't enough funds. She might owe her bank money or paypal may freeze her account until it's paid back. This is speculation. How long ago was the money sent?

First time was the person didn't really provide the service. Second time I donated but the person manipulated me which why I requested the refund.

I forgot there was no proof shown first time i just claim a cd that was promised was never sent. The money was refunded although I didn't show proof. That was long time ago. But the donation money I recently received a refund, it wasn't that much money. Do your own research. It's easy to get refund from paypal which is why people defend on it.

You have 180 days, from the day the money was sent. Never loan money, most people can get loans very easily. Only give you are willing to lose.
