Yes, given that there is no sexual attraction between the two. That given condition is extremely hypothetical though.

Yes they can be just friends. Without any "benifits". I have a lot good boy friends. A lot of them have gf and I just take them as older brothers. I dont think that there must always be something more. Cause friendship is really important.

Of course, unless there's an attraction somewhere whether it's from just the guy, or just the girl, or mutual then things could get complicated. Also, feelings could not be present at first but could develop over time.
