I definitely think they can. In fact, I think it's healthy (and helpful/informative) to have friends of different genders just to get others' perspectives. And you can get input from your friend when you're dealing with bad dates and such

As long as y'all have mutual respect for each other, that can lay the foundation for a good friendship. Not everything has to (or should be) centered around relationships!

Yeah for sure. You just gotta be smart enough to know that one or both parties are not romantically interested, and both have to know, and accept this. Once in a while you find a person interesting enough to want friendship with. Generally no though because someone is always hurting or they both fall in love because they are mutually attracted.
